A work by Vieira da Costa. The author soon had a disagreement with the colonial administration and left the town hall. He began working as a freelancer and also in the Engineering Laboratory of Angola whose plan for the facilities he designed and executed in a modern design, with a clear structural and functional adaptation to the climate. With its system of separate pavilions it is appropriate to the functional laboratories, namely those of circulation, insular and ventilation requirements.
