A 19th century building (erected 1865-1883) it is in the classical model of many colonial public buildings. Built in an airy part of what were then the outskirts of Luanda. It marked the city’s first expansion to the south, beyond the barrier formed by the uptown slopes. It is an ensemble of buildings in neo-classical style with a large colonnaded six-pillar entrance on the ground floor surmounted by a triangular pediment. It has recently been restored.
